ZCNFG14 configures Z3 utilities for which a configuration overlay
is available. This version provides for a 256 byte configuration
area, twice that of previous versions. Use of VLIB now permits
Standout effects in configuration menus and help screens. A new
implementation note tells how to make configuration overlays and
includes examples. Screen handling improved over ZCNFG13.
