Update of the ZCPR3 library extraction utility.  This version
supports expansion of LZH encoded files, works with all ZSDOS
STAMPING METHODS, SETS ACCESS DATE TO THE CURRENT DATE AND IS MUCH
FASTER THAN PREVIOUS VERSIONS.  The "U" option is now patchable and
several bugs have been fixed.
